‘Hi Vicki! …good question. I have photographed others anhinga in the past, and don’t recall its hair sticking up. Here is a link with more details about this bird. It is beautiful and fun to watch!

Thanks for the link Ileana. I notice one of the images on the link looks just like our Australian Darter with it’s wings drying in the sun.
